Housing and land rights of displaced people
Sri Lanka has one of the largest populations of Internally Displaced Persons (IDPs) in the world - and with the recent upsurge in violence the number of conflict IDPs is increasing on a daily basis. It is estimated that there are approximately 750,000 IDPs in Sri Lanka, of which 200,000 have been displaced in the recent upsurge in violence. Additionally, High Security Zones and similar phenomena have exacerbated the challenges faced by conflict IDPs.
While various efforts have been underway to promote the right to return and the right to restitution and to recover former homes and lands, many IDPs are not currently able to access judicial or other remedies as a means of securing these rights. In addition to IDPs, other vulnerable and marginalized groups do not have access to judicial remedies for human rights violations, and in particular violations of economic, social and cultural rights.
COHRE established an office in Colombo in July 2005. COHRE provides a variety of services to improve the housing, land and property rights situation in Sri Lanka, working through partnerships with a wide variety of organisations.
COHRE’s Sri Lanka office has seven key programme areas:

- Training and Capacity Building
- Women and Housing Rights
- Monitoring and Awareness Raising
- Research and Publications
- Provision of Legal Services
- Prevention of Forced Evictions

Recommendations for a National Policy on Housing, Land and Property Restitution in Sri Lanka:
Report on policy issues that need to be addressed at the national level for the implementation of a rights based restitution policy that is relevant to the context of Sri Lanka. The study is in reference to the ongoing return of displaced persons in the Eastern Province of Sri Lanka, but also discusses issues that are relevant to the restitution of displaced persons in the North of Sri Lanka.
