In 2007 and 2008, COHRE is working with Philippines
human rights organisation to engage UN Mechanisms - both the UN Commitee on Economic, Social and Cultural Rights (CESCR), and the
Human Rights Council's Universal Periodic Review (UPR) mechanism.
On 3 and 4 October 2007, COHRE, in collaboration with Taskforce RILES and the Philippines
Human Rights Information Center (PhilRights) organised two workshops in Manila to coordinate civil society input into Philippines upcoming reports.
The workshops were attended by over 78 people, representing over 40 NGOs, People’s Organisations (POs) and religious organisations from 4 regions of the Philippines. The first workshop was attended by
housing rights activists, including community leaders from locations experiencing ongoing
demolitions, and the second was attended by representatives from other Economic Social and Cultural (ESC) rights fields such as health, education, food and work.
In November 2007, COHRE and partners submitted a draft list of issues to CESCR. The joint submission of more than 40 organisations was noted by the Committee. This submission was used as the basis of a civil society submission under the UPR, which will be considered by the
Human Rights Council in early 2008.
COHRE will continue to work with local partners throughout 2008 to produce a shadow report to CESCR, and to engage with the committee when the Philippines State Party report is considered in late 2008.
